Idaho Eases Child Care Rules to Tackle
Growing Provider Shortage

In a bid to combat Idaho's growing child care crisis, Governor Brad Little has signed House Bill 243 into law, easing regulatory standards for child care providers across the state. The legislation, which takes effect July 1, aims to increase the availability of child care by loosening the minimum child-to-staff ratio requirements and preventing local governments from imposing stricter rules than those set at the state level.

Passed with strong legislative support—80 votes in favor and 17 opposed—the measure was primarily backed by Republican lawmakers. Although the Senate amended the bill to maintain some minimum staffing ratios, many child care advocates remain critical, citing concerns about child safety and staff workloads.

Critics argue that Idaho already had some of the loosest regulations in the nation. A report from Idaho Voices for Children found the state ranked 41st nationally in terms of strictness for child-to-staff ratios. With the new law in place, that ranking drops further to 45th, raising alarms among child welfare organizations.

Proponents of the bill, including sponsors Reps. Barbara Ehardt and Rod Furniss, along with Sen. Carl Bjerke, believe the deregulation will ease barriers for providers and help alleviate the shortage by making it easier to operate child care facilities. They argue that the reforms are a necessary step to stabilize a sector under pressure from staffing challenges and rising operational costs. Read More…
